Your Sims can have as many children as you want. Also adoption is free.

You can catch as many townies as you like, but you have to play them all.
If you catch a townie that has a job in a career that does not have been unlocked, they MUST quit. If you move in a townie and they have a job in a career that has all its available positions filled, either they must quit or have another Sim with that career quit.
You can create new Sims in CAS:
1 for each community lot
5 for each business district
20 for each downtown
5 for each university
You can save up and create a whole family at once if you like.
You cannot leave any Sims in the sim bin, all must be played.
